The more steps you include the more chances the visitor has to leave the process altogether. The sitemap will help you figure out how many steps you actually need and eliminate the unnecessary steps altogether. The sitemap will ensure you are not adding any extra steps.
When designing your website make certain everyone is on the same page. The sitemap should be easily accessible to those working on the project. When changes are made to it, everyone should be able to see. It is not a static document, it indicates what requires progress and what further work needs to be done.
